Leroy Carr, 47, was convicted in October of possession of cocaine with intent to distribute. Case records and court testimony revealed Carr’s long history of contacts with immigration enforcement agents at the U.S.-Canada border. Typically, he carried large amounts of cash and known smuggling tools, including night vision goggles and a GPS system with coordinates to a known smuggling trail.Carr gave agents the information that led to his arrest in September 2007. He’d lost track of 31 kilograms of cocaine stashed in a hiding place near the border. He asked immigration agents to send out a news release indicating the drugs had been seized; he believed the announcement would stop his suppliers from seeking retribution for the lost shipment.After Carr’s call the drugs were found near the entrance to a Boy Scout camp.“The evidence presented at trial demonstrated that this was not Carr’s first time trafficking cocaine, and that on the contrary, he had smuggled drugs across the border on numerous occasions on behalf of the Hell’s Angels,” said Kate Crisham, assistant U.S. attorney.
