Louis Steele, 56, was arrested with 39 decks of heroin, two hypodermic needles, a crack pipe and two baggies of marijuana, police said. The heroin had a street value of almost $800. He was charged with criminal sale of a controlled substance and criminal possession of a controlled substance. Steele also faces multiple misdemeanor charges.Glen Hines, 54, was charged with felony counts of criminal sale of a controlled substance. When he was arrested he also was in possession of heroin and hypodermic needles, village police said.After a traffic stop on Jefferson Street, Rebecca Sisco, 26, was charged with felony counts of criminal sale of a controlled substance. Police said Sisco, who previously faced a drunk driving charge, was driving a car with five active suspensions and revocations. Mark Johnson, 46, was already in the Sullivan County Jail from an arrest last month in which officers found 47 decks of heroin during a traffic stop. Over the weekend officers added to Johnson’s charges two felony counts of criminal sale of a controlled substance.All four defendants were sent to the county jail without bail. The investigation is ongoing and police expect more arrests.
