An Orange County commissioner delayed the arraignment of Joshua Blackburn, 32, of Murrieta until Jan. 9, and set his bail at $4 million. He took the cocaine, worth roughly $1 million wholesale, and hid it, prosecutors said. All the drugs were recovered.
