A CAREER criminal branded as “extraordinarily dangerous” has been jailed for four years after being caught with heroin worth £50,000 during a police raid. Detectives believe that Ronald Aldred was peddling the Class A drug in Edinburgh and West Lothian after recovering the stash kept at his Kirkliston home. The 44-year-old was jailed for 12 years in 2002 as the ringleader of a gang that took part in a campaign of kidnapping, assault and extortion, which a judge described as being like “something out of a 1930s Hollywood gangster movie”. Aldred had been hired by dealers to recover a kilo of stolen cocaine, and at one point the gang tried to put a loaded gun into a victim’s mouth during a vicious interrogation. In 1992, he was jailed for nine years for two attempted murders after launching an attack with a sword and knife at The Royal Nip pub in Albert Street, Leith. Detective Sergeant Jim Robertson, from the force’s Serious Organised Crime Unit (SOCU), worked on the drug investigation against Aldred, which saw him jailed at the High Court in Edinburgh yesterday. DS Robertson said that Aldred was caught with half a kilo of heroin at his home in Marshall Road, Kirkliston. Aldred, who has a total of five previous convictions, pleaded guilty to being concerned in the supply of heroin on October 6 last year, and prosecutors have already begun steps to seize his assets under the Proceeds of Crime Act. Police raided his home after a tip-off and found five packages of heroin along with phones, scales, sandwich bags and more than £700 in cash. Prosecutors said that if the heroin had been broken down and sold on as “tenner bags” then it had the potential value of £50,000. His defence counsel, Frank Gallagher, told the court that during his last period in prison Aldred had developed a drug problem and built up debts. Mr Gallagher said that his client agreed to the drugs being in his home in return for the debt being reduced. DS Robertson told the Evening News: “This conviction shows our commitment to tackling serious and organised crime. The drugs were being stored at that address and we’re confident Aldred was involved in dealing. “We welcome this four-year sentence, both as a deterrent to Aldred and to anyone else involved in drug dealing.” In early 2002, Aldred’s gang was recruited to hunt down stolen cocaine, abducting one man from outside a Scottish court who was handcuffed and forced to hand over £7000. Sentencing them for that offence, Lord Dawson told Aldred and his two accomplices: “I regard all three of you as extraordinarily dangerous men against whom the public must be protected.” But Aldred’s 12-year sentence was later cut to eight years by appeal judges. In May 1992, Aldred was found guilty after a five-day trial for attempting to murder two men and seriously assaulting two others. Aldred attempted to murder Thomas Brown by stabbing him with a knife and striking him with a sword, and assaulted Thomas Monaghan with the sword in The Royal Nip in September 1991. He also attempted to murder David McKinlay with a knife in Ardshiel Avenue, Drumbrae, on October 19, 1991 and struck Kevin Smith on the head with a knife in Easter Road on August 3, 1991.

Drugs mule sentences cut in new sentencing guidelines

People who smuggle drugs will face more lenient sentences if they have been exploited, under new guidelines. The change in approach on "drug mules" is in the first comprehensive rules on drugs offences from the Sentencing Council for England and Wales. The council said judges should distinguish between those who have been exploited by gangs and criminals heavily involved in the drugs trade. But it said large-scale drugs producers should expect longer jail terms. The council's role is to provide judges and magistrates with a set of broad guidelines so that sentencing is more consistent across England and Wales. Last year the council carried out research into 12 women convicted of drug mule offences, all of whom received sentences of between 15 months and 15 years. The majority of the women said they did not know that they had been carrying drugs when they arrived in the UK, although some admitted being suspicious. The Mexican armed forces and prosecutors have suffered at least 28 gunfire attacks on helicopters in the five years since the government launched an offensive against drug cartels, according to official documents made public Monday. The attacks show the increasing ferocity of Mexico’s drug gangs, and also suggest support for what the Mexican government has said in the past: that 2010 may have been the worst year for the upward spiral in violence. 0 Comments Weigh InCorrections? inShare In the first two years of the drug war, reporting government agencies such as the air force, navy and Attorney General’s Office reported no chopper attacks. But in 2008, four helicopters were hit by gunfire, wounding at least one officer aboard. In 2009, bullets struck six government helicopters in the rotors, side doors or motor compartments. All the craft were apparently able to land safely. 2010 was the worst year for helicopter attacks, with 14 hit and one crew member wounded. Some craft had as many as seven bullet holes in them when they landed, with rounds going through windshields, fuselages, rotors and even landing gear. In 2011, only three helicopters were hit by gunfire, but the number is almost certainly higher. The federal police refused to release data on attacks on its craft, but publicly acknowledged that on May 24, suspected cartel gunmen opened fire on a federal police chopper, hitting two officers and forcing the craft to land, though officials insisted it had not been shot down. The carnage continued Monday, when seven gunmen were killed in a pre-dawn shootout with police on a highway in the city of Cuernavaca, south of Mexico City. A federal police officer was recovering from a gunshot wound to the foot following the confrontation. The prosecutors office in the central Mexican state of Morelos says the gunmen belonged to an organized crime gang, but did not say which one. “Organized crime” in Mexico generally refers to drug cartels, and remnants of the Beltran Leyva cartel have been fighting for control of Cuernavaca. - Street gangs with outside muscle, targeting the Hells Angels, have sparked the outburst of violence that's left five adult businesses in flames and two people shot, London police said Wednesday.

Police vowed to end the violence, even as organized-crime analysts and criminal sources disputed if the Hells had the clout in London to battle back.

Late Wednesday, three of the men police arrested -- two from London, one from Brampton -- appeared in court by video to answer early charges related to the shooting. All three men are black, giving credence to the police theory biker gangs -- which don't usually allow black members -- aren't responsible for the recent violence.

Whoever is responsible for the fires and shootings, they'll have to answer for it, Chief Brad Duncan vowed at a news conference.

"You are priority No. 1," Duncan warned. "We will not tolerate this open display of violence. This shooting has taken place in a residential area, in close proximity to a public school, and notwithstanding the time of day that it occurred, it has put our citizens at grave risk."

The weapon involved in the shooting hasn't been found, police said.

Police held the news conference partly to quell rumours the violence was a result of a battle between the Hells Angels and their traditional rivals, the Outlaws, another biker gang.

"There is not information at this time to support such an assumption," Duncan said.

But street gangs "can be every bit as dangerous as the more traditional outlaw motorcycle clubs," he warned. "They are associated with the drug trade. Guns and firearms are involved. They are every bit as organized."

Street gangs have no fear of the Hells Angels or any outlaw motorcycle club, biker analyst Yves Lavigne told QMI Agency.

In London, the street gangs have taken over the drug-trafficking market because traditional biker clubs lost their power, said Lavigne, author and co-author of several books about outlaw bikers and drug trafficking.

In December, the revived Hells Angels chapter in London began leaning on the street-gang members to start working for them, he said.

"What you've seen the past five days is the street gangs telling the Hells Angels, 'Screw you.' "

Full of new members with little hardcore experience, the London Hells Angels don't have the backbone to retaliate, Lavigne said.

"They don't have what it takes."

But another organized crime analyst and author, James Dubro, disagreed.

"The Hells Angels have to hit back. It's a total lack of respect," he said. "There has to be retaliation and serious retaliation."

Dubro said the news that a street gang, not the Outlaws, is targeting the Hells Angels could spell even more trouble in London.

"In the end, it leads to more violence and more chaos in the underworld," he said. "Hells Angels has it all. You couldn't possibly take them on."

Two sources with knowledge of London's criminal world said they're expecting the London Hells Angels will bring in supporters from out of town to deal with the matter.

"You've got all the boys coming in. It's going to go on until someone gets killed," said one long-time associate of bikers.

The outburst of violence began Saturday morning, when a tattoo parlour on Hamilton Road owned by a member of the Outlaws, was set ablaze. That was followed by fires at a strip club owned by a Hells Angels leader, and two massage parlours, Sunday morning.

The sequence of fires suggested the Outlaws and Hells Angels were in the early stages of a war.

The violence escalated Wednesday morning, just after midnight, when two people were shot outside a purported clubhouse of the Hells Angels on Grey Street.

A female victim was treated for gunshot wounds and released. A male victim remains in hospital in serious condition, police said.

Police wouldn't release the names of the victims, but said the man was a known member of the Hells Angels and the woman an associate of his.

Sources told QMI Agency the male victim is Diamond Ialenti, a full-patch member of the Hells Angels.

The victim "has had ongoing issues with street gangs," Duncan said.

Asked if it's unusual for London street gangs to hire outside muscle, Duncan noted many other shootings in the city have involved drug dealers and gang members from the Greater Toronto Area and other areas.

"In many of our previous investigations, shooting investigations and homicide investigations, that fact has come out fairly clear."

Duncan said police were still trying to figure how an Outlaws-associated business got mixed up with a battle between street gangs and the Hells Angels.

Darren Harper was set free Dec. 19 on statutory release, having served twothirds of a six-year federal sentence for cocaine trafficking, according to documents obtained by The StarPhoenix from the Parole Board of Canada (PBC). The 40-year-old, who has a long history of violent and drug-related crimes dating to the early 1990s, will remain under supervision by the Correctional Service of Canada (CSC) until his sentence expires in December 2013. "This form of conditional release does not result from an assessment and decision by the PBC but rather is essentially automatic as provided for by law," PBC spokesperson Amy Wood said in a letter accompanying the documents. However, she noted the board does have the authority to add special conditions to a statutory release if they are considered reasonable and necessary to manage risk to the community and help the offender reintegrate. In Harper's case there are three such conditions: No alcohol, no illicit drugs and no contact with certain kinds of people. "Any meeting and/or communication, except by chance, with any person that you know or have reasons to believe has a criminal record is forbidden," says the Dec. 2 decision sheet outlining his release terms. The prohibition also extends to people who are "related to criminal activities, including criminal organizations or gangs," it adds. The document notes Harper was "officially identified as the founder" of an "aboriginal street gang." The name of the gang was redacted from the document before it was released to the newspaper, along with the names of the various institutions where he served his time, all specific references to Saskatoon and the names of other individuals. "The board notes that you will return to live with your spouse and children in (redacted)," it says. "Despite the fact that this is where your gang operates, you remain confident that the current members will accept your desire to disaffiliate as they did with (redacted). The board notes that you will be supervised by the enhanced supervision unit (ESU) in (redacted). "While you have expressed a desire to change, you may underestimate the continued influence they may have on you," the board warned, referring to current members of the gang. "For this reason it is vital that you not associate with criminalized individuals and continue to distance yourself from former criminal associates." Saskatoon police are aware of Harper's presence in the city, but reluctant to make any public comment on it. "We will assist in assuring his conditions are followed, as we would with any other individual on conditions in our community," spokesperson Const. TishaRae Stonehouse said. Harper made a failed bid for early release last March. The parole board's April 21, 2011, decision sheet denying his application noted his "reintegration potential" had been rated as low and a psychological assessment in 2008 had identified him as having an anti-social personality disorder. "There are some concerns regarding your behaviour during the current sentence. You are the subject of an important number of security intelligence reports. Information associated you with institutional trafficking and involvement in a serious altercation between rival gangs," it noted. The April 2008 incident was a "brutal confrontation" involving about 30 inmates, according to the document. That's likely a reference to a brawl among gang-affiliated medium-security inmates in a gymnasium and yard at Saskatchewan Penitentiary on April 23, 2008, that sent 11 inmates to hospital with non-life threatening injuries, prompting media coverage and a lengthy lockdown of the institution. "You did not participate directly in the altercation but you are identified as having orchestrated and supported it," the parole board document states. "This serious incident increased your security level to maximum and led to your emergency transfer and placement to (redacted)." A CSC security intelligence report written in October 2010 said Harper was still involved in gang activities, which was "corroborated by police information stating that you are still present and very influential within that group," it adds. October 2010 was the same month Saskatoon police began investigating the slaying of Jackson McKenzie, a high-ranking Terror Squad member who was stabbed to death outside a Ruth Street bar by Randy Merasty, who had recently been ousted by the same gang. Merasty is now serving nine years for manslaughter in the killing. Officers investigating McKenzie's death obtained wiretaps on the phones of several high-ranking Terror Squad members, intercepting about two months worth of conversations in late 2010 that eventually led to the breakup of a major cocaine trafficking ring in Saskatoon. Those recorded phone calls - discussed in detail last spring at court hearings related to the drug charges that resulted against numerous people - included conversations between Terror Squad leaders and Harper, who had been transferred to a penitentiary in Quebec by then. Less than three months after those calls took place, Harper was seeking early release and the CSC's security department told the parole board he was not considered to be a "person of interest," according to the parole board documents. His case management team advised against releasing Harper at the time, but felt he was "on the right track" and showing more effort to take control of his life since his transfer to a different region. CSC staff reported that he was co-operative and participating in his "correctional planning." An aboriginal liaison officer and elder both spoke in his favour, saying they believed he was ready for day parole. Their presentations to the board "focused on your newly developed spirituality. They also told the board about your work with other offenders and the positive impact you appear to have had on others in difficulty," the decision sheet noted. "However, these changes when placed in the perspective of your long and serious criminal history remain recent. . While you deny any involvement in organized criminal activities, recent information indicates the contrary." Harper told the board he wanted to return to his home province to be with his family. "The (redacted) police department considers that you present a high risk of re-offending and danger to society, and is strongly opposed to your release in (redacted). There is fear that your return would lead to the re-emergence of violence within street gangs, as well as repercussions on the population," the board's April 2011 decision sheet says. "The community shares this opinion and is opposed to your release in the (redacted) area. In fact, the impact of your potential return in (redacted) is a matter of concern for CSC and partners."

Free booze for alcoholics makes perfect logic, but no sense

As the old adage has it, if you live long enough, you see everything. In the world of substance abuse and addiction, “everything” was in the news today. A group from Vancouver’s notorious hub of drug addiction and policy experimentation, the Downtown East Side, is proposing that a publicly funded, peer-run drinker’s lounge dispensing free legal alcohol to alcoholics be instituted as a means of harm reduction. The Eastside Illicit Drinkers Group for Education, whose spokesman, Rob Morgan, an alcoholic from a First Nations reserve near Terrace, B.C, sees the idea as the natural next step in Vancouver’s famous harm reduction movement. The lounge would be modeled on Insite, the safe injection site whose mandate is not to rehabilitate addicts, but to reduce the rates of disease and death caused by unhygienic consumption and unsupervised overdoes. Mr. Morgan’s logic is impeccable. Desperate alcoholics will drink anything with alcohol in it; they will drink hand sanitizer acquired from “dealers” who steal them from hospitals, as Mr Morgan has; they will share disease-ridden bottles; they sometimes freeze to death in an alcoholic stupor; and for only $3, and some water dilution, will consume 30 standard drinks from a 250 ml bottle of 95% rubbing alcohol. The ravages produced on the body by such a regime certainly rival any depredations short of AIDS suffered by drug addicts.

A young man has been jailed in South America for attempting to traffic drugs just three weeks after sneaking out of his Thornton Heath home without telling his mother. Former Stanley Technical School pupil, Nishit Patel, 21, left his home in Attlee Close, in secret on Christmas Day before flying 4,500 miles to Guyana. The next time his mum, part-time Tesco worker Amita, heard from him was on January 3 phoning from a Guyanese jail after being caught boarding a plane with 29 pellets of cocaine worth more than £20,000 inside him. On Monday, January 9, he was sentenced to four years in jail after he admitted drug trafficking. He was also fined $30,000 Guyanese dollars, about £95. Mrs Patel, 46, said she last saw her son, who changed his name to Nikesh after being teased at school, after lunch on Christmas Day. She said: “I came home and he had bags packed. I asked if he was leaving and he said no. I never know where he is going, he tells me nothing. “I didn’t even know where Guyana was. I asked why did you do it, and he said for the money.” On December 31 Guyana’s Customs Anti-Narcotics Unit (CANU) at Cheddi Jagan International Airport saw Patel acting suspiciously and arrested him. Dennis Mahase a senior supervisor with CANU said Patel, who has spent his whole life in Croydon, missed his earlier flight home and was picked up by officials while he waited. He said: “When the officials began questioning him he complained about feeling unwell. After further question he admitted swallowing the pellets.” Taken to Woodlands Hospital in Georgetown, the country’s capital, Patel, was x-rayed and the pellets, containing 352 grams of the drug with a street value of around £20,000, were found. Mr Mahase added: “He admitted to us he had done this before in November and got away with it.” Mrs Patel said Nishit went off the rails after his grandparents and father died in quick succession four years ago. She said: “He was such a good boy. Very caring. It changed him. A son listens to his father but to his mother, not so much. It was very hard.” The family will now fight to have him extradited to the UK. She said: “I want to be able to see him. I know he has done wrong but he is my son. I have no idea what a jail out there is like.” A foreign office spokesman said: “We can confirm the arrest of a British national on December 31 in Guyana. “We are providing consular assistance.”

Barely two weeks after the execution of an SA drug mule in China and the arrest of another in Thailand, three SA women have been arrested in Mozambique, Zimbabwe and Nigeria for drug trafficking.

The New Age newspaper reported on Wednesday issue that police at Harare International Airport in Zimbabwe arrested a young woman who arrived on a flight from India with 2kg of cocaine in her possession.

She is due to appear in court in the Zimbabwe capital on Thursday.

She left Johannesburg for India on December 15, exactly two days after South African Nobanda Nolubabalo was arrested in Thailand when police discovered 1.5kg of cocaine concealed in her fake dreadlocks.

New Age reported that the woman arrested in Harare had four passports in her possession and that her friends spoke of her working as a mule for a South African drug lord who recruits mules in the Johannesburg suburbs of Rosettenville and Turffontein.

"The woman controlling the business is a South African who recruits the girls and rents passports from Zimbabweans who are desperate for cash," the paper quoted a friend of the arrested woman saying.

In neighbouring Mozambique, police arrested a South African woman for carrying drugs when she entered the country at Maputo International Airport on Christmas Eve, the news agency AIM reported on Tuesday.

Mexican authorities announced on Sunday that they had captured who they believed was the top man in the county’s largest drug cartel and a right hand of world’s most wanted criminal, Joaquin Guzman Loera, widely known as El Chapo. Initially, the real name of the man was not disclosed to the media. However, later on, authorities identified him as Felipe Cabrera Sarabia, nicknamed as “The Engineer”.

The Mexican authorities have not mentioned whether the capture of Cabrera means any leads to the gang’s leader, El Chapo, himself. However, many law enforcement agents think that El Chapo has been hiding in the mountains of Durango ever since he managed to escape from the prison inside a laundry truck. El Chapo is a top drug lord in Mexico and has assets worth more than $1 billion. Anyone who could provide useful information about his whereabouts would receive a bounty of $7 million, according to the Mexican police.

“The Engineer” was brought before the media wearing a bullet proof jacket, which has now become common practice of the law enforcement authorities whenever they are successful in capturing a major criminal. Chief Army spokesman Gen. Ricardo Trevilla said that Cabrera was head of the security of the drug cartel and ran all operations for Sinaloa drug cartel, which is supposedly one of Mexico’s biggest and most powerful.

In accordance with the Mexican law, Cabrera will be held for 40 days upon suspicion of participating in organized crime and drug trafficking before prosecutors bring formal charges before the judge. Cabera is also suspected of crimes that include kidnapping, extortion and arson. He has so far maintained silence saying only that his arrest “will affect the structure and leadership of the Sinaloa cartel."

Cabrera’s arrest is one of the most recent blows in the world of drug trafficking. In March 2011, Victor Manuel Felix, the father in law of one of the Guzman’s sons was caught with $500,000 in cash and more than half a ton of cocaine. El Chapo Guzman’s cartel controls trafficking on the Mexican border with California and in a few areas along the border of Arizona. Authorities collared 38 Bronx and upper Manhattan gangbangers Wednesday after a two-year probe into a notorious crew, officials said.

The alleged members of the Dominican-based Trinitarios gang all face charges of racketeering, narcotics conspiracy and gun trafficking, authorities said.

The undercover investigation — which involved officers from the NYPD, the federal Drug Enforcement Administration, the Bureau of Alcohol, Tobacco and Firearms and Homeland Security — netted about $25,000 worth of drugs and 12 firearms in Wednesday’s raid, police said.

One weapon recovered, a Mac-11 machine gun, was painted the same shade of green the gang uses in its colors.

Federal prosecutors said the crew committed and planned violent acts, including murder, to protect its turf from rival gangs that include the Bloods, Crips, the Latin Kings and Dominicans Don’t Play.

“We believe we put a big dent in the Trinitarios gang,” said Capt. Lorenzo Johnson, the commanding officer of the NYPD’s Bronx gang squad.

Six people who were connected to the gang members were also arrested, police said. Authorities were still looking for about 12 other members of the gang.

Prosecutors said the Trinitarios sold firearms, including semiautomatic rifles, a shotgun and handguns, and transported them across state lines.

Numerous members of the Trinitarios who were arrested are also members of a smaller splinter gang, the Bad Boys, prosecutors said.

Johnson said most of suspects were already “known to the department in some manner,” and had long terrorized several blocks in Washington Heights and parts of the Bronx, including Marble Hill.

Citing unnamed current and former federal law enforcement officials, the newspaper said the agents, primarily with the Drug Enforcement Administration, have handled shipments of hundreds of thousands of dollars in illegal cash across borders. Some 45,000 people have been killed in Mexico since 2006, when its government launched a major military crackdown against the powerful drug cartels that have terrorized border communities as they battled over lucrative smuggling routes. According to these officials, the operations were aimed at identifying how criminal organizations move their money, where they keep their assets and, most important, who their leaders are, the report said. The agents had deposited the proceeds in accounts designated by traffickers, or in shell accounts set up by agents, the paper noted. While the DEA conducted such operations in other countries, it began doing so in Mexico only in the past few years, The Times said. As it launders drug money, the agency often allows cartels to continue their operations over months or even years before making seizures or arrests, the report said. According to The Times, agency officials declined to publicly discuss details of their work, citing concerns about compromising their investigations. He is suspected of operating a £300million empire built on smuggling cocaine, heroin and cannabis in deals with criminal cartels in Latin America, the Middle East and Spain. And all from his jail cell.

But 48-year-old Warren faces the biggest challenge yet to his evil enterprise as police launch a double assault in the courts on his fortune.

Authorities in Jersey are set to haul him before a judge next month to face a £200million Confiscation Order after he was convicted of drug smuggling on the Channel Island in 2009.

And in a second attack the Serious Organised Crime Agency, in a rare move, is asking judges to impose a Serious Crime Prevention Order in the High Court in London to stop him in his tracks when he is released in 2015. Yesterday Warren’s legal team won an adjournment in the High Court to delay a hearing scheduled for this week so they can prepare the crime lord’s defence.

With typical arrogance he told his lawyers to fight the bid on the grounds it breaches his “human rights”.

The SCP order, signed by Alun Milford, the Chief Crown Prosecutor and director of the Serious Organised Crime Division, seeks to restrict Warren’s use of communication devices and public phones.

It demands that he never has more than £1,000 in cash, to “make it harder for him to buy drugs or reward criminal associates”. And a financial reporting requirement will “deter him from acquisitive crime and give law enforcement authorities the opportunity to investigate any wealth he comes into”.

A source said: “Curtis is almost untouchable. A mobile is vital to him. It’s all he needs to operate. There are thousands of mobiles smuggled into the prison system and he has the means to get one.”

Warren is the only convicted criminal ever to appear on The Sunday Times rich list, which in 2005 described him as a “property developer” with an estimated fortune of £76million. But according to underworld sources his real wealth is four times that.

He appointed himself chairman and chief operating officer of a global operation to flood Britain with cocaine and heroin.

His criminal associates say Warren’s business philosophy was simple and effective – drugs are a product to buy and sell like oil and gold. He is a meticulous planner whose organisation resembles the layers of executives and managers you find in a City institution, said a police source who has followed Warren’s career.

Before the euro was introduced, he was said to be putting £1million a week in money-laundering scams after trusted couriers changed cash into German marks and Dutch guilders and moved it abroad.

Paul Grimes, a gangster turned supergrass after his son died from a heroin overdose, said: “Warren wanted to be the cock everyone looks up to. He loves the status.”

Even behind bars it is feared Warren still handles deals and keeps phone numbers in his head as he links supplies to smugglers.

Detectives believe he has villas in Spain, Turkey and Gambia, owned through an intricate web of associates who also operate a Spanish casino, Turkish petrol stations and 250 rental properties in the North West of England.

Warren says the claims are “ridiculous”, alleging that he only has a flat in Liverpool’s Albert Dock and a house on the Wirral.

Softly-spoken Warren started his criminal career at the bottom when he was just nine and living at home with his dad, sailor Curtis Aloysius, and mum Sylvia, a shipyard boiler attendant. He was recruited by a gang to climb through small windows and burgle homes. By 11 he was carrying out muggings and armed robberies in the tough estates of Toxteth, Liverpool.

At 18, he was sent to borstal for assaulting police. In an adult jail eh honed his talent for crime.

Warren started selling drugs on the street and rubbing shoulders with Liverpool’s biggest villains, who underwrote huge cocaine consignments with Columbia’s Cali mobsters worth millions.

GRAFTING

He does not drink or take drugs, allowing his photographic memory to be razor-sharp at all times – especially in jail. On the outside, he has always shunned flash cars and big houses and wears tracksuits instead of Armani suits so as not to attract attention.

“Cocky takes no unnecessary risks,” said an ex-associate.

Paul Grimes added: “Unlike me and my crew, he wasn’t out till all hours in the pubs and clubs. He wasn’t flash. If he was grafting it was all VW Golfs and Passats or a low-key Rover.” Streetwise Warren gave contacts nicknames, including The Vampire, The Egg On Legs and Cracker to throw eavesdropping police off the scent.

His methods developed a business worth hundreds of millions as the drug trade exploded in the 1980s. He became a trusted client of Colombian cocaine cartels, Turkish heroin producers and Spanish cannabis suppliers.

It enabled him to get huge quantities of drugs on credit.

As he left court on a technicality during a 1993 trial for smuggling cocaine worth £250million, he is said to have told Customs officers he was “off to spend my £87million from the first shipment and you can’t f****** touch me”. Grimes, who will be under witness protection for the rest of his life, said: “Warren is a parasite.”

As Merseyside turf wars worsened in the mid-1990s, Warren moved to Sassenheim in Holland.

When Dutch police intercepted 400kg of cocaine, the game was up – for the time being.

At other addresses controlled by Warren, officers discovered a £150million haul containing 1,500kg of cannabis, 60kg of heroin, 50kg of ecstasy, 960 CS gas canisters, three guns, ammunition and £400,000 in Dutch guilders. The bust put Warren behind bars for 12 years in 1997.

In 2005, Dutch police charged him with running a drug smuggling cartel from his cell but the case was dropped because of insufficient evidence.

On his release, Warren returned to his manor in Merseyside to take up his mantle as the King of Coke.

But within weeks he was busted plotting what he described as “just a little starter” to get himself re-established as the No1 drugs baron in Europe.

PROPERTIES

He was jailed again in 2009 for 13 years for trying to smuggle £1million of cannabis into Jersey – for which he is still behind bars at Full Sutton Prison near York.

Following his sentence at Jersey’s Royal Court, SOCA said Warren was on its Lifetime Offender Management List.

However, Warren could now have his vast fortune seized. After he was jailed, Jersey authorities said they were determined to force Warren to hand over his assets and are seeking a Confiscation Order for more than £200million.

Warren is determined to take his fight against the Confiscation Order – which could see police seize his properties purchased with proceeds of crime – all the way to the European courts.

His solicitor said his client will “fight it all the way”.

Last week, in a similar case that will strike fear into the London underworld, kingpin Terry Adams, 57, was jailed for eight weeks, for breaching a Financial Reporting Order, after authorities demanded details on his spending.

Officers are determined that this week’s application in the High Court will finally nail Warren’s sinister organisation.

It is understood that this is the first SCPO to be applied for through the High Court.

Breaching any SCPO can lead to five years in jail and an unlimited fine. But in true Cocky fashion, Warren laughs off the order as “a mere irritant” in his bid to remain the drug trade’s Numero Uno.

WARREN once killed a fellow prisoner in a fight.

Cemal Guclu, a Turk serving 20 years for murder, attacked him at Hoorn Prison, Holland, in 1999.

Warren punched Guclu to the ground and kicked him in the head four times. Incredibly, Guclu got up but Warren struck him again. He hit his head on the ground and later died.

Warren was convicted of manslaughter and had four years added to his sentence.

Sky's Martin Brunt tweeted that one of the officers was stabbed in the stomach and that the attacker went 'berserk'.

The beheaded body of another blogger, 39-year-old Elizabeth Macias, who contributed to the blog, was found in the same location in late September.

A young man and a woman were hung from a highway overpass earlier that same month. A sign left with their bodies said they too had been killed for their social media activity.

Police investigators refused to provide details of Wednesday's killing, citing security concerns.

Newspaper scales back

Social networks buzzed with the news. Some Twitter and blog posts encouraged others to press on against the criminals despite the dangers.

"No matter, I have to die of something," said one post. "It will be for my people."

With mainstream newspapers and broadcasters terrorized by the criminal gangs, whose violence has killed upward of 50,000 people across Mexico in five years, social media networks have become key information sources in many towns and cities.

A senior editor at El Mañana, Nuevo Laredo's largest newspaper, was knifed to death after leaving work in 2004. Gunmen attacked the newspaper's offices in 2006, crippling a journalist. The newspaper since has dramatically scaled back its reporting of the violence, as have other news organizations.

Anonymous steps in

Two weeks ago, a man representing himself as a member of Anonymous, the Internet hacker organization, posted a video on YouTube claiming that the Zetas had kidnapped one of the group. He demanded that the Zetas return the victim unharmed or Anonymous would publish identities of Zetas members and their protectors in government and business.

A few days later, the group said they were dropping the threat because of the danger it posed to innocent lives. A debate raged in Mexico and elsewhere over whether the kidnapping and subsequent threat to the gangsters was real or a hoax.

"Don't speak on cellphones when walking in the street, especially when (gangster) convoys pass by," warned an anonymous poster on the Nuevo Laredo En Vivo site Wednesday. "These ZZZZ's think you're talking to the army and will pick you up. Be careful."

Police arrested two people in southern Veracruz state in September for posting rumors on Twitter about impending gangster attacks on schools that caused several traffic accidents as panicked parents rushed to their children's aid.

Veracruz's governor introduced a bill that would have outlawed such postings for "disturbing the public tranquility." The bill was later dropped and the Twitter users released.

A Wednesday posting on Nuevo Laredo En Vivo after the blogger's death declared, "Let's continue denouncing them, now that we've seen it burns them, hurts them .... We have to continue. We can't give in."

Antonio Francisco Bonfim Lopes, known as Nem, was captured after being discovered hiding in the boot of a car stopped at a roadblock, as police surrounded the sprawling Rocinha shanty-town in an attempt finally to wrest back control of the area.

Pictures showed Lopes, 35, looking anguished in handcuffs as he was led to an armoured vehicle by heavily-armed police following his arrest at around midnight on Wednesday.

Brazilian police said the man driving the car had claimed to be a Congolese diplomat in an attempt to avoid the vehicle being searched before the occupants offered a bribe of one million Brazilian reais (£357,000) for police to let them go.

Residents of Rocinha and wealthy neighbouring districts alike were gripped by fear amid concerns that the operation could lead to open street battles between police and criminal gangs armed with machine guns, assault rifles and grenades.

Twelve families were reportedly forced from their houses in the night by gang members who wanted to use them as hideouts, while children who attend schools in the area were being excused from lessons.

There are times to push fine detail and finely timed memory losses aside and ask: what makes sense? And thus the fall and fall of the House of Murdoch continues. Young James is so smart, so smooth, such a master of dead bats and – yes! – detail. He's a clever lad. Why, then, did he act so stupidly? And why did those who were supposed to protect him, in loco parentis, do such a lousy job? We're not talking corporate governance here: we're talking family. Tom Watson may have pushed his mafia metaphor a tad too far at the committee grilling last week, but the family and its faithful, well-remunerated retainers are what matter most. See everything that Rupert has done over the last 20 years as family first and it all begins to fall into place. Take Les Hinton, the head butler at Wapping Abbey at the time. Did he brief Rupert Murdoch as Clive Goodman went to prison? How could he not have? Murdoch senior is always on the phone. He'd be chatting to editor Andy Coulson just as he'd chatted to News of the World editors down the years. Would Rupert have left his de facto heir to sink or swim in this rancid pool without full briefings and full protection? Of course not. Take Rebekah Brooks, the tabloid queen waiting to climb the management ladder when young James arrived. She'd been editor of the News of the World; she was editor of the Sun, just a few corridor yards away; Andy Coulson was her former deputy, her pick for the top, her boy. Didn't she see the perils post-hacking? Surely she wouldn't let James fall into the mire. Or take Colin Myler, the last editor of the News of the World, the Mr Clean chosen to clear up the whole damned mess. Hugely experienced, a previous editor of the Sunday and daily Mirror; an honourable guy who took the fall when a high-profile trial was stopped because people on his staff made mistakes. How did Myler come to Wapping, then? Because, after almost seven years' exile on Murdoch's New York Post, he was the safe pair of hands Rupert chose personally to put things back on track. And today? Les Hinton is history, dumped from Dow Jones as the family scrabbles after a safe haven. Rebekah is history, too, left with an office, a chauffeur and £1.7m to keep her warm. While Myler is suddenly the enemy, the loyalist inexplicably contradicting James about what James was told and siding with Tom Crone, the paper's equally suddenly reviled lawyer. Does any of this make the remotest human sense? If some revered TV scriptwriter (say Peter Morgan) wrote a series about newspaper life in which nobody gossiped, nobody got drunk, nobody told anyone anything, he'd be laughed out of the studio. The entire farrago doesn't hold for a second. With Scotland Yard knee-deep in unread emails, there's nil chance of that unsteady state ending any decade soon. Proof – in any bewigged form – will probably only emerge much later: but proof, in a thumbs-up or -down way, is commodiously available already. An over-protected fool or a desperate man cornered? It's a sad, sad choice, but amounts to much the same thing either way. Protectors didn't protect. Instead, they were jettisoned one by one. And perhaps the saddest – nay, tragic – explanation of what went on is also the most benign. James wasn't interested in tabloid blunders, or even playing executive chairman to them. He loved digital, TV, the future. He was bored, bored, bored by lawyers and their letters. His father, the dad who must be obeyed, had made him serve his time; but his mind kept wandering away to the fields he loved. There's the tragedy for the son and the family, but worst of all for Rupert. Those who didn't quite believe it in the summer must surely acknowledge it now: James Murdoch can never sit at his father's desk. The whole succession scenario is bust. The Murdoch hegemony stops here. No sentient shareholder is going to let the family run things hands-on any longer. Just sit back and cash the dividends. There may be more rumours about a Sun on Sunday come the dawn of 2012, but forget them. We can't even be sure there'll be a Sun if James's readiness to shut it (should more hacking be discovered) is tested. There won't be any clear, calm, imminent moment when, all passion spent, the Bun seems wholesome again. Trinity Mirror, its profits bulwarked by the greatest ever stroke of luck, can carry on smiling. The murk of 2011 will just linger on (oozing into view every time Tom Watson mentions a new private eye). Those who like strong medicine and stronger penalties against malfeasance may care to count the payback thus far. For Murdoch: no heir, no News of the World, some $90m (£56m) gone, a reputation and an influence lost, a family at war. For James: no glowing future. For many of the rest of the gang: no jobs and possibly no freedom either. Retribution doesn't come crueller than this. Hacking can damage your health, wealth, your nearest and dearest. Hacking has sundered the biggest media empire in the globe: and many things, including Wapping and, less joyously, the papers that remain, can never be quite the same again. ■ The News of the World may be dead and buried, but a dogged Max Mosley is still trying to drive a stake through its heart. About 3,000 copies of the Nazi orgy story that incensed him circulated in France so, three years after the event, he went to Paris, launched another privacy case and (last week) won. Triumph? Only up to a point. The court awarded €32,000 in all (€10,000 as a state fine, €7,000 (£27,000) as Max's damages and the rest as costs). That doesn't sound much, sniffed Britain's finest media eagles, barely worth putting on a wig and gown for in the Strand. His French lawyer thought Max had done pretty well – but the tariff, by Strand standards, is low, low, low. Whether it's under French law or the European Convention on Human Rights, you can make a point over the Channel, if you must: but you won't make a mint.

While one former Indo-Canadian border guard got five years for his part in a drug smuggling ring – another is currently on trial for his part in a different operation that brought millions of illicit drugs into Canada. Baljinder Kandola, a former Canadian border guard who was charged with being part of a cocaine-smuggling ring, was at a loss for words during much of his testimony on Tuesday to explain why he risked so much to help a millionaire auto-parts importer for nothing in return. Under cross-examination by Crown counsel James Torrance, Kandola said he agreed to wave his co-accused Shminder Singh Johal and associates in his three automotive companies through the border, helping them avoid inspection, reported the Province newspaper. Kandola — who worked at the Pacific Highway crossing from July 2001 until his arrest on Oct. 25, 2007 — admitted he made unauthorized use of Canadian Border Services Agency databases to come to the conclusion Johal had been subjected to inspections over the years unfairly. “He asked if I was able to wave him through,” Kandola told B.C. Supreme Court Justice Selwyn Romilly, who is hearing the case without a jury. “It would save him time and money, and he wouldn’t be harassed.” Torrance reminded Kandola of his testimony a day earlier, when he said he was risking his job, his pension and his standing in the Sikh community by breaking his oath to protect Canada’s borders. “What was [Johal] offering you in return?” asked the prosecutor. “He didn’t offer me anything,” replied Kandola. “In my mind he was bringing auto parts into Canada.” Torrance asked, “This [waving Johal through] was definitely something you shouldn’t do?” “Yes,” agreed the witness. “Then why would you want to help a successful millionaire businessman?” Kandola replied: “I don’t know, I’ve asked myself the same question.” Torrance turned to Kandola’s illegal use of the databases to come to the conclusion Johal was unfairly harassed. A “lookout” had been placed on Johal’s border crossings after a tip from the RCMP. “Did you not consider [Johal] was previously suspected of smuggling cocaine?” asked Torrance. “No,” said Kandola. “That was all cleared up by your queries [into the databases]?” “I guess so,” replied the defendant. Torrance then meticulously went through Kandola’s phone, text and CBSA database records to show that he called Johal to let him know when he was in position to wave him through the border and when the “lookout” was on or off during the wee hours of Feb. 10, 2007. Asked if he was paid by Johal when they met at a 7-Eleven store the next day, Kandola denied it. Kandola was arrested on Oct. 25, 2007, shortly after he waved through a car driven by Herman Riar that contained 208 kilograms of cocaine. Riar pleaded guilty to drug smuggling and was sentenced last year to 12 years in prison. Kandola and Johal have pleaded not guilty to charges of drug smuggling, illegal firearms, conspiracy and bribing an official. The trial in New Westminster is scheduled to last three more weeks.

The elite unit set up by Labour to fight major criminals has failed to catch crime bosses because it is ‘too difficult’ and may even have been infiltrated by the underworld, says a whistleblower. The Serious Organised Crime Agency (SOCA) is supposed to be Britain’s answer to the FBI. When it was launched, Tony Blair pledged the organisation would ‘make life hell’ for the country’s ‘Mr Bigs’. It recruited from the cream of the police, immigration, customs and MI5 and had more than 4,000 staff in offices all over the world. But Tim Lee, a former intelligence officer with SOCA, claims the agency has been blighted by corruption and bureaucracy. Mr Lee, 58, who joined SOCA in Nottingham when it was formed in 2006, paints a damning picture of his five years in the organisation. He claims: An investigation into a crime boss was mysteriously dropped when a SOCA officer with alleged links to the suspect took over the running of the case. Allegations of serious sexual misconduct made by a female SOCA worker against a male colleague were covered up. Hostility arose between police, customs and immigration officers when operational units were first formed in 2006.

B.C. skipper linked to cocaine shipment posed beside pile of cash

Just weeks before notorious B.C. skipper John Philip Stirling was caught near Colombia on a boat full of cocaine, he sent his neighbour in Chase — a community in B.C.'s Shuswap region — photos of himself lying on the floor beside a giant pile of money.

In the accompanying email, Stirling told Shawn Martin that he wouldn't repay cash he owed him despite being flush after a recent trip to the South American cocaine centre.

Bizarre details of Stirling's feud with his neighbours, Martin and his mother Myrna Beckman, over loans totalling $30,000 are laid out in a suit and counter-suit filed in August and September in Kamloops Supreme Court and obtained the Vancouver Sun.

Stirling was arrested by the U.S. Coast Guard on Oct. 18 just north of Colombia with 400 kilograms of cocaine secreted aboard his sailboat. He is currently detained in a Miami Detention Centre where he told officials "there was nothing wrong with cocaine trafficking and that the United States should mind its own business."

"He further remarked that if Canada didn't have such high taxes, (he and his co-accused) could get legitimate jobs."

If allegations in the B.C. court documents are accurate, some in the town of 2,500 were aware of Stirling's plan to import cocaine.

Martin and Beckman, who live down the road from Stirling and his wife Marlene, say in their court claim they heard at a barbecue last March "that the plaintiff John Stirling was in Colombia setting up a massive cocaine deal."

Martin and Beckman said their efforts to get repayment on several loans to the Stirlings were met with threats and harassment.

They also said accusations by the Stirlings that the neighbours were the aggressors in the dispute are ridiculous — Martin has dwarfism and gets around with crutches and a wheelchair; his mother, 63, is his caregiver.

Both Martin and Beckman declined to comment to the Sun because their case is before the courts. Marlene Stirling did not return calls.

The documents show that Stirling, a 60-year-old convicted cocaine trafficker, struck first against his neighbours, filing a suit on Aug. 29 asking for $10 million in damages.

Stirling said in a brief synopsis that over the last two years, his disabled neighbour and mom have threatened the Stirlings "with bodily harm and death."

"The defendants have written the plaintiffs blackmail letters for money," Stirling wrote. "The defendants have caused anxiety, depression, stress, loss of sleep requiring medical care to the petitioners.

"The defendants have caused travel to become necessary from Colombia for John Stirling at great expense and loss from work to protect his family . . . The defendants have or have attempted to hire Hells Angels to cause murder or physical harm to the plaintiffs and have made statements by phone and email of that intent," the Stirling claim said.

The neighbours fired back in a detailed defence filed Sept. 14, denying all the allegations and making a counter-claim.

They said that, unlike Stirling, they have no criminal record and no connection to the notorious biker gang.

"The defendants do not know any Hells Angels or Hells Angels associates and have never had dealings with them or hired them to do anything," Martin and Beckman said, adding the only information they have about the Angels came from the Stirlings themselves.

"The plaintiff Marlene Stirling also told the defendants that two Hells Angels members sat at her kitchen table and had coffee on multiple different times," the documents said.

They said they learned in an Internet search of Stirling's 2001 bust on his fishing boat, the Western Wind, with 2.5 tonnes of cocaine owned by the Hells Angels. He was never charged.

Tensions escalated between the former friends in August, when Stirling "was back from Colombia and was bragging that he had two suitcases full of money containing in excess of $200,000," the mother-son team said.

Martin fired off an email, "asking John to pay the rest of the money the plaintiffs owed the defendants for loans from June 1, 2007, to Feb. 23, 2011."

On Aug. 23, Stirling sent his neighbours "an email with a picture of him laying on the floor of his Adams' Lake residence with a pile of money in front of him, holding a piece of paper with Aug. 19, 2011, written on it," the claim said.

The email said: "I told you if you waited you would have got paid, but since you didn't, you will never receive a dime and everyone else has been paid back for their investment but you."

They said Stirling warned them that he would go to court and ruin them if they didn't back off.

"The defendants have videotape evidence of the plaintiff John Stirling threatening to kill more than one person at gunpoint," the documents said.

"On Sept. 10, 2011, the defendants were informed that the plaintiff John Stirling has been seeking to hire people to burn down the defendants' house and cause physical harm to them."

Martin and Beckman said "a man calling himself Ryan showed up at the defendants' residence wearing a black leather jacket with a Hells Angel patch and was looking for the plaintiff John Stirling because John apparently owed this guy Ryan money."

Martin said in the court statement that he called Stirlings' house and warned Marlene that someone was looking for John "and that he sounded really p—ed off."

Armed Naval and Gardai personnel with cocaine which was seized from a yacht off the west coast of Ireland

A BLACKPOOL man has been arrested for allegedly being part of a £250m international cocaine smuggling racket.

Police, acting under orders from the Serious Organised Crime Agency (SOCA) – dubbed Britain’s FBI –swooped in the town to capture John Alan Brooks.

The 60-year-old, who is originally from Blackpool, but has been living in the Marbella area of Spain, was found at an address in Marton.

His arrest comes as part of a major investigation which was launched in 2008 when a 1.5 tonnes shipment of cocaine was seized off the coast of Ireland.

The luxury yacht Dances With Waves was carrying drugs with an estimated value of 300m euros or £250m.

Naval officers boarded her after she got into trouble 170 miles off the south west coast of Ireland.

Brooks is known to have had addresses previously in both the Commonedge Road area of Blackpool and in Lytham and St Annes.

It is believed he was visiting family members in Blackpool when police moved in.

A spokesman for SOCA confirmed: “A man allegedly linked to a plot to smuggle 1.5 tonnes of cocaine into the UK on board the boat Dances with Waves was arrested as part of a Serious Organised Crime Agency investigation.

“John Alan Brooks has been charged with conspiracy to import cocaine.

“He is originally from Blackpool, but has been living in the Benahavis area of Spain,

“He appeared at Birmingham Magistrates Court on Monday. He has been remanded in custody and is due to appear at Birmingham Crown Court this coming Monday.”

The drugs seizure was reportedly the largest in Irish history when it was made in November 2008.

Dances With Waves – a 60ft ocean-going yacht – had set sail from Trinidad and was heading for the UK when it got into difficulties in stormy weather.

It was reported 70 bales of cocaine were on the verge of capsizing when Naval officers moved in.

Authorities were forced to board the ship in “horrendous weather conditions” to prevent evidence being lost in the seven-metre swells.

Experts said although the yacht could travel at high speeds, it was not designed for rough weather.

Under armed guard, the crippled yacht was sailed to Castletownbere, west Cork, where plastic-wrapped bales which filled the hull were unloaded and stacked on the quayside.

n Philip Doo, 52, from Brixham, David Mufford, 44, of Torquay, and Christopher Wiggins, 42, with an address in Spain’s Costa del Sol were arrested on the yacht.

They later pleaded guilty to possession of cocaine with intent to supply.

Body found in search for Dublin drug addict killed over $4,000 gang debt

Irish police have recovered the body of a drug addict murdered over a debt of just a few thousand dollars. Ciaran Noonan, a 29-year-old father of one, was abducted near his East Wall home in Dublin on October 20th. His body was discovered in a ditch on farmland five miles from the Meath town of Trim on Friday night. Noonan’s family visited the site and laid flowers after the body was removed and taken to Tallaght hospital for a post mortem. Police believe Noonan was beaten to death after he was snatched in broad daylight on Russell Avenue in the East Wall. A priest in County Meath received a phone call last week with information about the location of the addict’s body. Speaking to the media, officers outlined their belief that Noonan was killed over a small drug debt to a Dublin gang, believed to be no more than $4,000. The gang had forced Noonan to collect money from other addicts in the north inner city but it is believed he used the money to feed his own habit and ran foul of the gang’s notorious leader. Noonan was heard shouting "I’m dead" as he was hit with an iron bar and dragged into the back of a car. Officers believe the gang intended to beat Noonan severely to force him or his family to pay his drug debt but the punishment beating went horribly wrong. Two women, arrested on suspicion of withholding evidence relating to the kidnapping, have been released without charge. Noonan’s mother Geraldine told reporters: “We had hoped that Ciaran would be found alive. At least now we can give him a funeral.”

The recent arrests of three alleged drug gang leaders from Mexico and the shooting of a sheriff's deputy in South Texas are raising fears among some Lone Star State officials that the brutal drug wars plaguing Mexico are taking hold north of the Rio Grande. On Sunday, Deputy Hugo Rodriguez of Hidalgo County in the southern tip of Texas was shot several times when he pulled over a vehicle containing a person kidnapped by members of Mexico's Gulf Cartel, County Sheriff Lupe Trevino said. Rodriguez's bulletproof vest saved his life, Trevino said. "I have always said we have never reported spillover violence, but I have to say that this particular incident is our first example," Trevino said. Trevino said cartel leaders told members to enter the United States to search for marijuana stolen from the cartel. The Mexican gang used members of a Texas-based street gang, mostly illegal immigrants, to seek out the drugs, Trevino said. And three alleged high-ranking leaders of the Gulf Cartel have been arrested in Texas in the past two weeks after seeking refuge in the United States in the aftermath of internal gang warfare, according to federal court documents released this week. "Amazingly, these individuals are using Texas as a safe haven to protect themselves from the very violence that they have created," U.S. Senator John Cornyn, a Republican from Texas, told reporters this week. The internal warfare was sparked by the September murder in Mexico of Samuel Flores Borrego, a top Gulf Cartel leader, according to the court documents. His death has led to a power struggle between two factions of the Gulf Cartel. DRUG ARREST Rafael Cardenas Vela, 38, the nephew of a co-founder of the Gulf Cartel, was arrested October 21 in Port Isabel, Texas, according to U.S. Immigration and Customs Enforcement. He is charged with conspiracy to possess and distribute drugs and using a fraudulent passport. Two other Gulf Cartel members, Eudoxio Ramos Garcia and Jose Luis Zuniga Hernandez, have been arrested in Texas in the past week, according to ICE. All three arrests are related to the split in the Gulf Cartel, said Scott Stewart, vice president of tactical intelligence for the Austin-based private intelligence firm STRATFOR. “The better we understand our decision-making brain circuitry, the better we can target treatment, whether it’s pharmaceutical, behavioral, or deep brain stimulation,” says Jonathan Wallis, associate professor of psychology and neuroscience at University of California, Berkeley. Wallis says he was inspired to study the brain mechanism behind substance abuse after observing the lengths to which an addict will go to fulfill a craving, despite knowing the downside of a habit. He wanted to know what the drug did to the brain that made it so difficult to not make the right choice and what prevented the addict from making a healthier one. Straight from the Source Read the original study DOI: 10.1038/nn.2961 In the new study, published in Nature Neuroscience, Wallis targeted the orbitofrontal cortex and anterior cingulate cortex—two areas in the frontal brain—because previous research has shown that patients with damage to these areas of the brain are impaired in the choices they make. While these individuals may appear perfectly normal on the surface, they routinely make decisions that create chaos in their lives. A similar dynamic has been observed in chronic drug addicts, alcoholics, and people with obsessive-compulsive tendencies. “They get divorced, quit their jobs, lose their friends, and lose all their money,” Wallis says. “All the decisions they make are bad ones.” To test the hypothesis that these areas of the brain are the key players in impaired decision-making, researchers measured the neural activity of macaque monkeys as they played games in which they identified the pictures most likely to deliver juice through a spout into their mouths. The animals quickly learned which pictures would most frequently deliver the greatest amount of juice, allowing researchers to see what calculations they were making, and in which part of the brain. The brains of macaques function similarly to those of humans in basic decision making. The exercise was designed to see how the animals weigh costs, benefits, and risks. The results show that the orbitofrontal cortex regulates neural activity, depending on the value or “stakes” of a decision. This part of the brain enables you to switch easily between making important decisions, such as what school to attend or which job to take, and making trivial decisions such as coffee versus tea or burrito versus pizza. But in the case of addicts and people with damage to the orbitofrontal cortex, the neural activity does not change based on the gravity of the decision, presenting trouble when these individuals try to get their brains in gear to make sound choices, the findings suggest. As for the anterior cingulate cortex, the study found that when this part of the brain functions normally, we learn quickly whether a decision we made matched our expectations. If we eat food that makes us sick, we don’t eat it again. But in people with a malfunctioning anterior cingulate cortex, these signals are missing, and so they continue to make poor choices, Wallis says. “This is the first study to pin down the calculations made by these two specific parts of the brain that underlie healthy decision-making,” Wallis says, who believes that a clearer understanding of how people with addictions make decisions may help remove some of the stigma of the condition. However, Wallis warned that the findings should not be used as a rationale for addicts to maintain unhealthy habits. Chronic drug and alcohol use changes the brain circuitry, and that can lead to unhealthy choices, he says. If anything, the findings offer hope that, through understanding the mechanism of addiction, treatment can be targeted at these risk-weighing, decision-making centers of the brain. “We know beyond doubt that addiction is a complex brain disease with significant behavioral characteristics,” says Susan E. Foster, vice president and director of policy research and analysis at the National Center on Addiction and Substance Abuse at Columbia University. “This research is an important contribution to understanding how the disease works. The challenge going forward is to sharpen our understanding, translate this knowledge into effective medical treatments and new prevention strategies and ultimately find a cure for this disease.” Researchers from the University of London and the University of Oxford contributed to the study that was funded by the National Institute on Drug Abuse.

"You work through all the treatment, all the criminal justice issues that arise - then you see a significant costs involved."

Police in Swansea have launched a £500,00 clampdown in the city known as the "heroin capital of Wales" where officers have seized 1,000 "deals" in the last two weeks.

Superintendent Phil Davies said: "Some of these drug dealers have stated they are untouchable.

"My message to them is there is no hiding place, we will find you, we will catch you and we will put you behind bars."

Addict Amy Protheroe, 20, who has been an addict since she was 13 has just started her fifth treatment programme in Swansea.

She said: "When you're a heroin addict you wake up and you think straight away: "Where am I going to get money from, where am I going to score from?'"

"You get up, you go out, you get the money for the heroin, you buy the heroin, you do the heroin and then it starts all over again.

"To be honest, heroin has wrecked my life."

The hackers’ message, delivered via YouTube by a man wearing a red tie and a Guy Fawkes mask, was as bold and risky as anything produced by the Zetas, Mexico’s most ruthless crime syndicate. But this time, the Zetas were the target. Connect With Us on Twitter Follow @nytimesworld for international breaking news and headlines. They had kidnapped a geek with backup — a respected member of the hackers collective known as Anonymous. “You have made a great mistake by taking one of us,” said the video’s masked figure. “Release him.” Or else, the message said, the names of government officials, taxi drivers and journalists who worked with the Zetas would be published online. The goal, they said, was the arrest of these suspected collaborators, but was there a possibility they might be killed by a rival cartel? Yes, said self-identified members of Anonymous, acknowledging the danger. Beyond that, might the hackers also be targeted? Were they afraid? “Of course,” said a blog post on Monday. Still, some hackers said, it was time for Netizens to fight back in a country where the news media have been cowed into submission, and where the justice system is often complicit in heinous crimes that regularly go unpunished. “We believe it is high time to say enough to the terrible situation caused by the falsehood of the government and lack of scruples of people who do not care about the welfare of their fellow human beings,” they posted. Anonymous appears to already have the information on collaborators. A person with knowledge of its operations, who did not want to be named for fear of reprisals, said that online group conversations on Monday showed that the hackers have “a list of 100 or so of the major contacts of the Zetas.” It was not clear how they obtained the tally, or how accurate it was. And that appeared to be a major concern. A Facebook message on Sunday from one of the so-called hacktivists said there were indications that the Mexican government had tainted the Anonymous operation, known as OpCartel, “putting in doubt the quality of the information.” Whether Anonymous will publish what it has is unclear. The original YouTube message, uploaded on Oct. 6, said that Nov. 5 would be “a day to remember,” and the group has already provided a first strike. Last week, Anonymous defaced the Web site of a former Tabasco State prosecutor, Gustavo Rosario Torres, replacing his usual message with the image of jack-o’-lanterns and an announcement that Mr. Rosario “es Zeta.” But on Monday, in the wake of a security firm’s report highlighting the potential loss of life from naming names, there were more mixed messages. A steady stream of posts on Twitter referring to OpCartel revealed an intense debate over the benefits and costs of moving forward. On Twitter and in private e-mails — members of Mexico’s underground online media said — there appeared to be a widening gap between supporters and opponents of Anonymous’s mission. This may have been by design. The blog post announcing that OpCartel would continue emphasized that “anyone who is not properly protected should immediately and publicly disassociate themselves from this operation.” Several Twitter accounts that had been active on the topic fell silent. Several other members of Mexico’s online crime-reporting community said that OpCartel was causing internal strife, and that they had been asked by friends to stay away from anything having to do with the operation, even basic Twitter posts. Fred Burton, a vice president at Stratfor, which published the report warning against the Anonymous plan, said that fears of reprisals were well founded. “Informants in that world are usually found dangling from a bridge or beheaded,” Mr. Burton said. Those identified by Anonymous would be vulnerable to rival gangs, he said, while the hackers and their supporters might also be targets. And because Mexico’s criminal groups have infiltrated Mexican law enforcement, which has access to sophisticated tracking software, anonymity online might not be enough protection. At least three people believed to have been online tipsters have been killed recently because of what their murderers described on public banners as snitching. Still, perhaps because of the danger — or perhaps because of the desperate need of many Mexicans for a sense of control as crime spirals — support for OpCartel continued to flow through the Web on Monday afternoon. Several Twitter users posted WikiLeaks cables with information about the Zetas. Even those unsure about OpCartel said that it was significant as a citizen revolt. That was the core defense in the Anonymous blog post, which said a small task force was formed because “the voice of the people have clamored for help.” And according to some experts, regardless of whether OpCartel goes forward, the anger and outrage of Anonymous will be remembered, and channeled for another day. “This is not about a desire for information,” said Hector Amaya, a Mexican professor of Media Studies at the University of Virginia. “It’s about the need for a remedy.

The Hells Angels have had a rough year in California. Three Northern California members have died violently in the last month amid a turf battle with a rival biker gang. And law enforcement officials on both ends of the motorcycle club's home state are pursuing and jailing members, with 26 Angels and their associates arrested recently in San Diego. The violence spilled into public view in the unlikeliest of places two weeks ago when thousands of Harley-Davidsons rolled up to a San Jose cemetery on a sunny Saturday afternoon to bury a Hells Angels leader who was gunned down weeks earlier in a Nevada casino. A Hells Angel allegedly shot and killed a fellow member at the cemetery and fled — the latest sign of the in-fighting and violence that has plagued the gang in recent months. And if the deadly gunfire were not enough, a member was plowed down by a van a week later near Oakland, the alleged the victim of road rage. While no one is predicting the demise of the notorious outlaw motorcycle club, law enforcement officials and gang experts said the Hells Angels' recent woes still stand out for an organization they describe as violent, sophisticated and disciplined with loyal-to-the-death members. "They are the heavyweight champions of the biker gang culture," said Jay Dobyns, an agent with Bureau of Alcohol, Tobacco, Firearms and Explosives who infiltrated the Hells Angels in Arizona for two years beginning in 2001. "And every other biker gang wants the belt." The organization has a long history in California, dating to its founding in 1948 by returning World War II veterans in the dusty town of Fontana and including a notorious incident during a Rolling Stones show in Altamont in 1969 in which a spectator was stabbed by a Hells Angel working security. A jury later acquitted the killer, finding he acted in self defense. The U.S. Department of Justice says the Hells Angels now have as many as 2,500 members in 230 chapters in 26 countries, and are a major source of drug-trafficking. Federal, state and local police have pursued the club for decades, infiltrating it with undercover agents, prosecuting suspects with harsh charges once reserved for the Mafia and indicting members on charges ranging from drug trafficking to mortgage fraud. Yet the club flourished. They opened chapters worldwide, aggressively enforced their trademarks in court like a responsible Wall Street corporation and won high-profile acquittals and other legal battles with law enforcement. The ATF, which handles many federal biker cases, said it arrested more outlaw motorcycle gang members last year than any other since 2003. Police in Germany, Canada and elsewhere also report a surge in motorcycle gang violence, with much of it connected to the Hells Angels. The California Hells Angels' current problems are partly rooted in a battle with the Vagos, a California-based motorcycle club founded in the 1960s. The clubs have been bitter enemies dating at least back a decade to a violent 2001 confrontation at a Costa Mesa swap meet. "These groups are trying to expand their membership and dominance," said Kent Shaw, the California Attorney General's acting head of law enforcement. "There's going to be a number of clashes and it seems to have gotten worse over the last couple years. It seems to be coming to a flash point." After dozens of Vagos took over a bar in Lakeport, Calif., and rode their motorcycles up and down the main drag, officials went so far as to close the downtown to traffic on May 14. Lake County Sheriff Frank Rivero said the Vagos were making a statement about controlling the region after one of its members was allegedly beaten by Hells Angels earlier in the year. So Rivero put up a road block that day after the California Highway Patrol and FBI warned that Hells Angels were traveling toward town. The Angels turned back before reaching the road block. But now the district attorney is investigating whether the sheriff violated the club members' civil rights with his plans to stop them. The sheriff is unapologetic. "It's a basic response," Rivero said. "I'm not going to tolerate gang violence in Lake County." A month later, a Vagos member and a friend were severely beaten in a casino. Four Hells Angels have been charged with assault. Three were arrested and the sheriff said they were bailed out by fellow Angel Steve Tausan, who owned a bail bonds company. A fourth is being sought. In September, the two gangs fought again. San Jose Angels leader Jeffrey "Jethro" Pettigrew was slain during a wild shootout with rival Vagos in a Reno-area casino on Sept. 23. It was at Pettigrew's burial where more violence occurred. Two shots were fired, and Tausan, Pettigrew's good friend and high-ranking Angel, lay bleeding with a mortal wound. Police suspect fellow Angel Steve Ruiz of firing on Tausan after they argued over the casino shooting and whether enough was done to protect Pettigrew, the president of the San Jose chapter. Police are now searching for Ruiz, who reportedly was hustled into a waiting car, leaving behind his motorcycle. Investigators initially feared Ruiz was killed and went so far as to dig up Pettigrew's grave in search of a body. But now police believe he is on the run with his girlfriend. San Jose police were out in force Saturday as Tausan was laid to rest at the same cemetery where he was killed during the Oct. 15 funeral. A police spokesman said there were no reports of any disturbances or violence. The Hells Angels didn't respond to numerous phone calls and email messages sent to their clubhouses in San Jose and Santa Cruz, where Tausan served as the chapter's sergeant at arms. The Angels have always maintained they are a club of motorcycle enthusiasts who are unfairly regarded as an organized crime syndicate because of the crimes of a few members acting independently. The club participates in charity events, such as "Toys for Tots" motorcycle runs and blood drives. "When we do right, nobody remembers," the club's Web site states. "When we do wrong, nobody forgets." Karen Snell, a lawyer who won a $1.8 million settlement in 2005 after the San Jose chapter filed a lawsuit claiming illegal police searches during a murder investigation, said Pettigrew, Tausan and the others involved with the case were serious businessmen with families. "They were really responsible clients," Snell said. "In my all my interactions with them, they were always gentlemen." Now Pettigrew and Tausan are dead. "We lost our brother, our father, our son and our friend," said Karen Tausan, Steve's sister. "He left a big hole in our family and we can only hope this will come to an end now."

10,000 criminals including rapists and murderers have been held at the UK border thanks to a screening system begun in 2005, a minister has said. Air and sea carriers using UK ports and airports submit passenger and crew details electronically to the e-Borders screening system, prior to travel. It results in about 52 weekly arrests, Immigration Minister Damian Green says. He praised the UK Border Agency and police for the scheme, which covers up to 55% of journeys to and from the UK. "By checking passenger and crew information before travel, law enforcement agencies can apprehend those trying to evade justice," Mr Green said. "From 2013 the new dedicated Border Policing Command, part of the National Crime Agency, will further strengthen security at the border, providing leadership and coordination based on a single national threat assessment and strategy." E-Borders has not avoided controversy. The government faces the threat of a lawsuit from Raytheon, the firm which managed the £750m system until Mr Green terminated its contract in July 2010 over delays to its full implementation. Raytheon says the problems were down to UK Border Agency mismanagement of the scheme. But John Donlon, of the Association of Chief Police Officers, said e-borders would continue to play a key role. Extending scheme "Police have been able to identify those wanted for offences before they leave or when they return to the UK, bringing offenders to justice and supporting counter-terrorist and serious crime investigations," he said. More than 125 million passengers' details were screened in the year to September, resulting in 2,700 arrests. Among those detained were 11 murderers, 22 rapists, 316 violent criminals and 126 drug offenders, government figures show. The government is extending the number of routes and carriers covered by the e-Borders system and will re-introduce exit checks by 2015. "Inevitably as more routes are covered the number of arrests will grow," Mr Donlon added. The border agency said recent successes included the arrest at Manchester Airport of a 44-year-old man who was later charged with sexually grooming a boy after an alert from Swiss authorities, and the detention of a man wanted for a rape 14 years ago. Other cases involved the jailing of a Spanish drugs courier trying to smuggle 1kg of cocaine from Brazil, the arrest of one man from Dubai who was wanted for a £5.7m theft and another who was suspected of a £50m fraud. Meanwhile, the agency said on Sunday it had blacklisted nearly 3,000 banks it believed could not be trusted to verify documents supporting student visa applications.

Former US gang member Derrick ‘Anthony’ Mitchell was held at Heathrow this month after UK Border Agency officers allegedly discovered 3kg of drugs in his luggage.

Mitchell, 37, is a duty manager at the South London-based Kids Company founded by charity boss Camila Batmanghelidjh. She set it up in 1996 to care for abused, neglected or abandoned children in London’s inner-city communities.

She has been described as ‘Britain’s most colourful charity leader’ because of her style, dress sense and selfless approach to charity work.

The award-winning author and campaigner was invited to 10 Downing Street last year.

She also advises former Tory leader Iain Duncan Smith and is thought to be one of the inspirations behind Mr Cameron’s pledge to ‘hug a hoodie’.
Ms Batmanghelidjh spoke of her shock at the allegations surrounding Mr Mitchell, whom she described as a ‘street-level youth mentor’.

She said: ‘Obviously, because the judicial process needs to take place, we cannot legally comment. The only thing I can say is that the alleged incident took place while he was on holiday in his own time.

‘At this stage I do not know enough to know the full details. But as a worker, he gave exceptional commitment to the kids over a number of years and I can never take that away from him.

He claimed he had earlier sold drugs and lost a family member to violence at the age of 19 when his sister bled to death after being stabbed in a leg.

After coming to Britain in his 20s, he began working with the charity about five years ago, attempting to convince youths in gangs to turn their back on crime.

Kids Company operates from three centres in Southwark, Lambeth and Camden in London, as well as working in 37 inner-city schools.

It employs more than 600 people in full and part-time roles to reach out to 14,000 children from the capital’s most deprived and crime-ridden areas.

Many of the youngsters live with parents who are unable to care for them and have had severely troubled lives.

2010 study by Roosevelt University researchers found the Chicago area had the most heroin-related hospital visits in the nation. The drug is cheap, and it's attracting users everywhere including some who are very young. Today's heroin can be snorted or smoked -- not just injected -- and that's led to a change in the typical user. Increasingly, today's addict is young, female and from the suburbs. And the roots of their addiction can be found in their family's medicine cabinet. For many, the road to dependence begins at independence --one of a handful of West Side exits off the Eisenhower serve as the gateway to the nation's busiest heroin corridor. "The ride there you're just anxiety, just, 'Oh I can't wait to get there. I can't wait to get it. I can't wait to feel better,'" said a 19-year-old female heroin addict whose scar are more than skin deep. She grew up far from the west side's rough and tumble streets, amidst the manicured lawns of the far west suburbs which seems an unlikely breeding ground for a new crop of heroin users. "I always thought of them as homeless and not caring about what they look like and real skinny and everything," the 19-year-old addict said. Heroin has never been cheaper and more pure. Just $100 can buy a two day supply. "I knew. The first time I did it I was like, 'This is bad. I like this way too much. And this is going to be bad," said the 19-year-old addict, whose identity ABC7 has hidden. DEA Agent Jack Riley says powerful Mexican drug cartels have partnered with Chicago street gangs to make heroin easily available. "If I had to liken anything to a weapon of mass destruction, it would be heroin," Riley said. After smuggling the drugs here, Riley says the cartels often operate in Spanish-speaking areas near Midway Airport. "They can assimilate into these hard working neighborhoods. They can appear to be great citizens, take care of their lawn, put Christmas lights up," Riley said. The cartels need the gangs to distribute the drugs but officials say fights between the two groups are increasingly to blame for the near-daily violence plaguing some neighborhoods. "What we consider to be senseless violent acts, many of them may be actually connected to the cartel's operations in Chicago," Riley said. It seems the danger is of little deterrent to users. "Within two weeks I was getting sick physically without it, and I needed it," the 19-year-old addict said. It wasn't until an overdose nearly killed her that she began treatment a few weeks ago at New Hope Recovery Center in Geneva. In four years, the facility has seen a seven-fold increase in heroin cases and many involve teens first hooked on prescription painkillers. "They'll run out, and someone will say 'Well, snort some heroin. It'll help you, so you won't go through withdrawals,'" said Jake Epperly, New Hope Recovery Center. That may have been how Billy Roberts began using. The Homer Glen 19-year-old died of an overdose two years ago and his father now warns of heroin's dangers. "I do it for him," said the victim's father John Roberts. "And I'll continue doing it as long as I'm alive. To give my son's life meaning. A former Chicago cop, Roberts says it's time for new solutions. "We need help. The police cannot do this alone. We need a comprehensive, strategic approach to this problem if we're ever going to see these numbers turn downward," Roberts said. To put in perspective how big the problem is here, the Chicago DEA has secured funding for a 90-person strike force to combat the operation run by the cartels and gangs in the city. Officials say it's the only such strike force outside of the U.S.-Mexico border. The 19-year-old woman interviewed by ABC7, who is currently in treatment, says she knows at least 20 other kids her age, from her community, who are current or former users.

Doctors, police and emergency workers see the fallout every day. Sometimes it's a pill-sick addict who steals today to buy tonight's fix. Sometimes it's a baby born shaking with seizures from withdrawal.

Commonly abused prescription drugs

Oxycontin: A time-release form of oxycodone, an opioid painkiller, produced by Purdue Pharma and used to treat chronic pain. Strengths range up to 80 mg per pill. Nicknames include Oxys, O's and hillbilly heroin.

Roxicodone: Instant-release form of oxycodone produced by Xanodyne Pharmaceuticals and used to treat breakthrough pain. Strengths range up to 30 mg per pill. Nicknames include Roxies, blues and stars.

Opana: Time-release form of oxymorphone, a synthetic opioid, produced by Endo Pharmaceuticals. Nicknames include stop signs, biscuits, octagons and Mrs. O.

Methadone: Synthetic opioid, typically prescribed in pill or wafer form, used to treat pain and to ease withdrawal symptoms for opiate addicts.

Sometimes it's a corpse — a dealer killed for pills or an addict who chased the last high off the edge of oblivion.

Oxycodone hydrochloride tablets sell at the pharmacy counter under the brand name Roxicodone and offer quick relief from chronic pain for the old, the aching, the crippled and the dying.

Roxies sell on the street for as much as $30 per pill and offer a high that tops crack, heroin or meth — all without the pesky time-release formula that coats Oxycontin, the drug's sister medication.

"It's the epidemic of the day," Knoxville Police Chief David Rausch said. "Everything is attached to it now. Our investigators will tell you that 90 percent of the folks we see who've committed a crime say it's to get their medicine. That's what they call it — medicine.

"The days of the crack dealer on the corner are slowly waning. It's become the medicine dealer on the street."

Drugs of choice

Three people died last year in South Knox County when two men broke into a former police officer's house to steal legally prescribed painkillers. Police say a North Knoxville man's stepson beat him and his wife to death in August to steal pain pills, then burned down the house to cover up the crime.

A rash of drugstore robberies last fall and winter set a local record. Semiannual drug roundups keep rural jails packed and court dockets clogged.

Officers on the beat report dealing with addicts desperate to avoid jail and the agonies of withdrawal. Sometimes they run. Sometimes they fight.

"We're out here beating the bushes today, and in a few months we'll be out here again doing the same thing," said Capt. David Honeycutt, chief investigator for the Claiborne County Sheriff's Office, as he headed out with a stack of indictments in another drug roundup. "Pills have changed the face of law enforcement. It used to be pot, maybe Valium. Now it's pain pills, and they're crazy as hell on them. You'd be hard-pressed to find a family that's not been hurt by these drugs."

Tennessee topped the nation last year in busts of methamphetamine labs, where addicts churn out toxic waste breaking down cold and sinus pills to produce a homemade stimulant. Meth hasn't gone away, but police say they spend more time and money now fighting to keep the cap on the prescription bottle.

"People are afraid of meth, because everybody doesn't do meth," Newport Police Chief Maurice Shults said. "Everybody doesn't do crack. But everybody's on pills of some kind. Pills come from a doctor. People see that as safe. A doctor gives them out, so they've got to be good."

From Oxy to Roxies

Purdue Pharma's Oxycontin tablets once stood as the gold standard for opiate abusers, with concentrated doses of up to 80 mg of oxycodone locked inside a time-release formula easy to crack. Addicts crushed the pills to powder, then snorted or injected them to turn 12 hours of pain relief into an instant high.

That golden egg gained an extra shell when Purdue introduced a new formula last year meant to cut down on abuse. The second-generation Oxys come wrapped in a sticky gelcap coating that burns nostrils and resists the needle.

Some addicts claim to have found ways to beat the coating. Most don't bother.

Roxicodone and its generic equivalents deliver smaller doses of the same drug to treat the short, sharp bursts of breakthrough pain that plague cancer patients and others between round-the-clock doses of painkillers like Oxy. The pills come in 15 mg and 30 mg strength with no gelcap and no time-release coating, ready to deliver instant relief — or an instant high.

"There's no preparation," said Officer Phil Jinks of the Knoxville Police Department's Repeat Offender Squad. "It's straight out of the bottle."

The easy access and potential for profit have caught on among young and old.

"We're dealing with kids in high school, and we've got people retirement age selling," KCSO Sgt. Chris Bryant said. "Pills are easy to get for kids. We've given several drug education classes to teachers, and the first question is always, 'What are those little blue pills we keep seeing?' Those are Roxies."

Some officials expect the problem will only get worse. Opana, a time-release form of oxymorphone introduced five years ago, and fentanyl, a painkiller 100 times more powerful than morphine, offer a stronger high than the old Oxycontin with an even greater potential for overdosing.

Meanwhile, addicts keep working on ways to crack the new Oxys.

"Any time there's a chemical change, there's somebody out there who can alter the effects of that change," Hamblen County Sheriff Esco Jarnagin said. "I don't think you can stop these people from doing what they're doing. The only thing you can do is try to slow them down."

He unveiled the measure after talks at a Commonwealth summit in Australia with leaders of countries in the Horn of Africa over the escalating problem faced in waters off their shores.

Under the plans, the Home Secretary will be given the power to license vessels to carry armed security, including automatic weapons, currently prohibited under firearms laws.

Officials said around 200 ships were expected to be in line to take up the offer, which would only apply for voyages through particular waters in the affected region.

Enabling drug addicts

Recently, the Supreme Court ruled in favour of Vancouver’s Insite program, where addicts can “fix” in a “safe” environment. As a result of this ruling, other Canadian cities may follow suit, to the delight of some and the significant uneasiness of others. So as not to be close-minded about the idea, a friend of mine suggested maybe Ottawa should be next in line for an Insite, and proposed an ideal location: an underused spacious building in the Ottawa city core on Wellington Street where Insite could be opened on the same floor as offices that are in temporary use. The building is called the Supreme Court of Canada. This way, our cabal of esteemed justices can experience first-hand the profoundly beneficial societal effects of their latest decision. Wishful thinking, no doubt. Most of us realize the next Insite will be in some neighbourhood far removed from the environs of the Supreme Court offices. The true and practical repercussions on a community will no doubt be some average working stiff’s problem. Like it or not, addicts are responsible for inordinate amounts of crime. Any recovered addict will openly tell you, drug addiction dehumanizes to the point where there is no concern for oneself, and thus no empathy or concern for anyone else. The only purpose and urge is to obtain the next fix, the next high, through any means necessary. It doesn’t matter who gets hurt. This very point is made every day in courtrooms across this country, in support of leniency for those claiming to be under the influence of various chemical intoxicants when committing their crimes. Insite, and programs like it, enables addicts to fix more frequently in an environment that protects from arrest, ensures medical treatment will be on hand to deal with overdose, and provide the necessary mechanics to inject (needles, etc.). The program reduces negative consequence to extremely dangerous behaviour and it becomes much more comfortable to be an addict. Does anyone seriously think this will somehow cause addicts to surrender their addictions? Hardly. We intuitively understand addictions will be attenuated. The only thing accomplished is fostering an environment that implies a societal acceptance of drug addiction. Addicts are now more comfortably able to destroy themselves by degrees. If this is where we are headed, why not just remove the middle man and have taxpayers supply the drugs, too? I seriously wonder if this isn’t the ultimate goal. Most recovering addicts I have spoken to only changed because they had finally realized there was no lower to go: it was rehab or death. Given the limited resources in these challenging economic times, why not use our funds to create greater rehab opportunities? Funding true rehabilitation seems to me to be an altogether better idea, benefitting both society and addict. In the meanwhile, we’re left to wonder where the next Insite will arrive, thanks to the ruling of judges that will never get anywhere near being confronted by the street level consequences of their decision.

Eminem hasn’t exactly avoided the topic of his relationship with a variety of illicit chemicals. After all, his last two albums were calledRelapse and Recovery. But the man born Marshall Mathers has rarely been as candid about his struggles with addiction in the press.

In the pages of GQ, where he was named a “God of Rock” next to the likes of Keith Richards and Robert Plant, Em let the world know exactly why he is so prone to addiction. “I’m very much a creature of habit,” he told GQ. “If I’m used to waking up in the morning and having [a Red Bull], I could do it every morning for the next ten years straight until I find something else to move on to. So if I’m used to taking a Vicodin when I wake up in the morning because I’m hungover from drinking or taking pills … The bigger the crowd, the bigger my habit got.”

Eminem also explained that his drug problems could be traced over the course of his discography, noting that The Slim Shady LP was written almost entirely sober, the dark experiments on The Marshall Mathers LP were the result of more experimentation with substances, and Encore was hampered both artistically and practically thanks to his addiction to prescription medication (including Valium and Ambien).

After a failed stint in rehab (“Every addict in rehab feels like everyone’s staring at them. With me? Everyone was staring at me”), he had a traumatic overdose experience and finally made the decision to get clean when he realized he was killing himself. “I had a feeling in my arm that was weird, man,” he said. “Like, it really freaked me out. So I went to some people I trust and said, ‘Look, I know I need help. I’m ready now.’ I got a room in the same hospital where I overdosed, and I detoxed.”

His revelations fueled Recovery, which returned him to the top of the sales mountain and ranks among his finest work. The most revealing part of the interview involves his moment of clarity. “Sometimes [sobriety] sucks, and I wish I was wired like a regular person and could go have a f—in’ drink,” he told GQ. “But that’s the biggest thing about addiction: When you realize that you cannot f— around with nothing ever again. I never understood when people would say it’s a disease. Like, ‘Stop it, d—head. It’s not a disease!’ But I finally realized it really is.”

It’s refreshing to hear a star as huge as Eminem talking about his drug woes so frankly. And it’s refreshing to know that the reason why Encore is such a mess is because Ambien, as he puts it, was “[eating] a hole through my brain.” That certain explains this.

Named as 61 year old R.B.A. he was arrested in Torrevieja, Alicante, when he was carrying out some transactions in a real estate company. The US fraud dates from March 1999 when the Briton was the main owner of a company which mis-invested the firm’s retirement funds. He and others in the company invested part of the fund in treasury bonds, but the rest was transferred to personal accounts. The wife of the man who shot him has been arrested for covering up the crime and another youngster is in custody for attempted robberyThere have been two more arrests in the case of the 15 year old Moroccan boy whose body was found on the roadside between Marbella and Ronda on morning. The owner of a nearby finca was initially arrested, and it has now emerged that he shot the teenager dead after catching him breaking in to try and steal his marijuana plants. The owner, 58 year old P.N.G., moved the body off his property to the roadside and now faces charges of a public health crime in addition to the murder charge. His wife has also been arrested for allegedly covering up the crime. The third person taken into custody is a friend who was with the deceased on the night it happened, who is charged with attempted robbery. The deceased lived in San Pedro de Alcántara and is reported to have been involved in previous attempted break-ins at the property with a group of friends from the area. They had been shot at before, and on one occasion one of the group suffered minor injuries but did not report the incident to the police. The murder weapon was a hunting shotgun which was found in a police search of the suspect’s house. Another 10 firearms have also been confiscated.

Authorities confirmed Monday were captured Saul Solis Solis, aka El Lince, one of the main leaders of the group of Knights Templar.

One man believed to be from Northern Ireland and two from the Irish Republic were among 13 people arrested as part of a major drugs haul in Ibiza. A total of 4,000g of cocaine was seized along with 3,600 ecstasy pills and 5,000g of crystal meth after eight properties were searched. Also recovered were 69,000 euros, along with some cannabis and anabolic steroids. It is understood the man from Northern Ireland is 30 and from County Antrim. The latest drugs haul is part of a wider operation by the Guardia Civil which has seen 73 people arrested and 30 properties searched. 'Large demand' The Serious Organised Crime Agency (Soca) said the majority of the pills which have been seized are known as Pink Rock Star and are similar to those believed to have poisoned eight people in Ibiza in July. It said those detained are "members of one of the most active gangs on Ibiza which is the main supplier of cocaine and other designer drugs". A Soca spokesman said enquiries were carried out on the basis of intelligence obtained by the Guardia Civil after other gangs involved in drug trafficking on the island were dismantled. It said the "majority of these gangs were British and took advantage of the influx of young people during the summer". It added that enquiries found that the gang, which is now dismantled, only travelled to Ibiza in summer to "meet the large demand for drugs on the island during this period". Deputies from the Department’s “Asian Gang Team” seized some 440 plants and 150 pounds of dried cannabis – along with weapons and hydroponic equipment – from a condo in San Gabriel and a commercial building in Alhambra.

The operation was being run by a man named Joseph Hsu, a suspected member of a Chinese gang known as Wah Ching. Of course, without marijuana prohibition, this operation doesn’t exist, and a violent Chinese street gang wouldn’t be reaping the profits.

Prohibition causes a restriction in supply, raising prices, making it more profitable for gangs to enter the market. And these gangs will often use any means necessary to protect those profits. Without the massive profits to draw them in, these gangs aren’t going to bother with marijuana growing.

True, they will move onto to other drugs and illicit products; that’s why prohibition never works, no matter what it is you ban. Banning something just makes sure that violent criminals can make a lot of money off of it.

But at least the Sheriff’s Department gets some publicity for making a slight dent in the cannabis black market; a dent that is already filled by someone else who was drawn in by prohibition profits. The police create their own job security.

French President Nicolas Sarkozy called for a U.N. anti-drug fund using assets seized from smugglers as interior ministers of major powers discussed international cocaine trafficking.

France said delegates at the talks in Paris supported the idea, but it was unclear how much of their drug seizure spoils governments might be asked to hand over.

"Combatting traffickers is not just about locking people up or seizing drugs. It's about attacking the primary cause of the traffic, and that's money," Sarkozy told ministers from Group of Eight countries as he launched the talks late on Monday.

"This fund would have a sole use, to support the capabilities of the most fragile states and the ones most affected by drug traffic," he said.

Delegates from 22 nations, including key drug producers like Colombia and Mexico and consumer nations such as the United States, Britain and Spain, discussed the growth of the drug trade in Europe and its push into West Africa.

Mexico and Central America are struggling to contain powerful drugs gangs which supply U.S. and European consumers with cocaine and other narcotics. Turf wars have killed 38,000 people in Mexico alone since late 2006.

The G8 said it would encourage the United Nations Office on Drugs and Crime to examine Sarkozy's proposal, noting the idea would be for countries to sign up to the fund on a voluntary basis.

The plan assumes rich nations would be willing to turn over the proceeds of drugs trafficking seizures to help pay for the fight against smuggling around the world, particularly in smaller countries with weak drug-fighting infrastructure.

Mabel Feliz Baez, head of Dominican Republic's National Drug Council, told Reuters TV she hoped the idea would be adopted.

"There needs to be political willpower and we need to follow that up," she said. "Otherwise it's just blah, blah, blah."

The drugs trade in Western Europe is now worth around $33 billion annually, close to the size of the $37 billion U.S. market, said Yuri Fedotov, executive director of the U.N. Office on Drugs and Crime.

Especially worrying is the growth of West Africa as a transit point for European markets, Fedotov told the G8 meeting.

French Interior Minister Claude Gueant told the talks the costs to political stability were tangible and could get worse.

"The costs to the population are just as worrying as the traffickers give local accomplices a part of their merchandise and in doing so, they create a secondary market," he said.

Fedotov said Africa also risks becoming a larger consumer of cocaine for the same reason.

Despite increased drug seizures in South America, cocaine prices in Europe have not risen, suggesting traffickers have found new smuggling methods, according to the United Nations.

Mohammad Javad Larijani, the head of Iran's High Council for Human Rights, said Iran was sacrificing blood in fighting drug trafficking and suggested it is unfair that it is then condemned by the West for executing smugglers.
"Westerners have to either be Iran's partner in the fight against drug traffickers or we must think otherwise and, for instance, allow the transit" of drugs across Iranian territory, Larijani said in a comment posted on the judiciary's website Saturday.
He said such a move would reduce the number of overall executions in Iran by 74 per cent, "but the way will be paved for the smuggling of narcotics to Europe."
U.N. officials have in the past warned that a "heroin tsunami" could hit Europe if the drug interdiction by Iran is weakened.
Iran says it has lost more than 3,700 troops in the fight against drug traffickers and 11,000 more have been injured to date since 1979, when the Islamic Revolution brought hard-line clerics to power.
"Unfortunately, Western countries not only provide no assistance to Iran in the fight against drug trafficking, they condemn us every year for punishing drug smugglers," Larijani said.
Iran has also called on Europe to offer financial support to its fight against trafficking.
Iran lies along a major drug route between Afghanistan — which accounts for more than 90 per cent of the world's illicit opium and heroin production — and Europe.

DRUG smuggler who attempted to bring £135,000 worth of cocaine through Gatwick Airport in bottles of liqueur has been jailed for more than six years.

Patrick Alexander, 47, from Brixton, was arrested by UK Border Agency officers at Gatwick Airport's South Terminal on February 23 after he arrived on a flight from St Lucia.

Inside his suitcase officers found two bottles of cream liqueurs. When the liquid inside the bottles was tested it was found to contain cocaine. Further tests revealed that there was approximately one kilo of cocaine dissolved in the liquid. The cocaine was 100 per cent pure, and had an estimated street value of £135,000.

Alexander admitted attempting to import a controlled drug during a hearing at Croydon Crown Court on Thursday, May 5, and was jailed for six-and-a-half years.

He was also given a two-year travel restriction order, which will prevent him from leaving the country.

UK Border Agency assistant director Peter Avery said: "The drugs discovered here were of an extremely high purity, and I have no doubt that had Alexander not been stopped they would've ended up being sold on the streets of London.

A representative for the FBI confirmed Wednesday, the agency is looking into the disappearance of Robert "Bob" Tamez.

Tamez, an American citizen who grew up in Falfurrias, is a childhood classmate of FOX 26 reporter Kristine Galvan.

Tamez recently moved to Ciudad Mier, a cartel infested Mexican border city, to live with his father. His most recent Facebook posting was made on April 13. His sister notified friends of his disappearance the following day.

The FBI representative said agents believe members of the military-trained Zetas drug cartel kidnapped up to a dozen people, including Tamez, from a ranch in Ciudad Mier earlier this month.

The intimate photos of Martin Omar Estrada Luna, alias “El Kilo,” the reputed killer of hundreds in the state of Tamaulipas, say more about the future of these criminal organizations than they do about Estrada himself.

The photos, published by the Blog del Narco in two parts, are a mixture of shots of Estrada and his friends. There are young men and women in the photos. They are set inside cars and apartments, on the street or in backyards. Some are intimate. Others are raunchy. They are all personal.

Estrada is in most of them, often alongside his seemingly endless stream of young girlfriends, the names of whom he appears to tattoo on his body. Others are of him and his male friends, striking poses and flashing gang signs.

Not one of them shows Estrada with a weapon, although there are single shots of pistols, one of them with a gold cartridge and an engraving of Santa Muerte, the patron saint of the Zetas (and many other criminal gangs).

Perhaps what is most illuminating about the photos is that Estrada allowed them to be taken at all. He is, according to the Mexican government, the Zetas’ commander who systematically killed over 200 people over an 18-month period, then buried them in nearly 30 mass graves in the state of Tamaulipas.

One of the photos, of him and some friends inside a car, was taken just a three weeks before he and his cohorts in the Zetas allegedly intercepted 76 migrants, brought them to an abandoned farm house, then assassinated them one by one when they allegedly refused to work for the gang (four miraculously escaped death).

The veracity of the story has been challenged on more than one level. And if we are to believe Estrada is the hardened criminal mastermind behind this massacre, we would expect him to be reluctant to appear in such photos, and almost certainly to be developing an asocial nature.

Very little of either is apparent in the snapshots. Instead, Estrada appears to be what he most likely is: a low-level gang-banger with little responsibility or connections to the powerful upper echelons of the most feared criminal group in Mexico.

Authorities in Washington state, where Estrada grew up, were equally miffed by his apparent rise through the ranks.

"I can't see it, but who knows? I don't know what the investigation part of it established. If they have that, who knows?" Tieton Police Chief Ted Ketchum told the Yakima Herald.

Estrada has undoubtedly evolved. Ketchum described him as a “career criminal” who freely told people he was affiliated with a gang. But to go from Washington state gang banger to Mexican drug lord is a leap that would be difficult for most.

Following his arrest, Estrada’s nickname became “Comandante Kilo.” He was “psychotic ... narcissistic, cold, calculating,” according to one article, quoting from the Mexican Marines’ account of the man.

All of which could be true; we may never know. But he was also an amateur who took these pictures of himself and his friends.

The last of the photos in the set show Estrada, shirtless. He is posing, giving his finest “cholo” look -- the Mexican gang-banger stare into the camera. Mexico should not be afraid of him. They should be afraid of hundreds of gang-banger, narco-wannabes like him who may confuse wanton killings with actual power.

Bowling Green Police say they were acting on a tip from the Department of Homeland Security when they searched a plane at the Bowling Green Regional Airport Friday night.

Homeland Security was tracking a suspicious aircraft that was expected to stop in Bowling Green for refueling.

When the plane landed, police talked to the pilot and passenger and found more than 70 pounds of cocaine on board. The two men were arrested.
